The locals call it the ‘town hall’, although it is a residential block, not an office building. The building was constructed on a V-shaped plan and has a complex cascading structure with numerous balconies, roofs in various directions and a clock tower with a tin cockerel (installed using a helicopter) dominating the whole. It was built between 1980 and 1986 for the employees of the now-closed Dębieńsko Coal Mine. In 1980, the design of the ‘town hall’ by Janusz Waligóra was heavily criticised during the Provincial Architecture Review in Katowice for its ‘false regionalism’. Despite the controversy, the mine investor pushed ahead with the project, and six years later, the block in Czerwionka-Leszczyny was recognised as the best architectural project in Poland, winning the SARP Award of the Year for 1986.
