The building opened in 2003. Designed by a team of architects: Adam Pytel, Jarosław Kołodziejczyk, Ziemowit Domagała, and Stanisław Oset. It received an honorable mention in the national SARP competition (2003), and was recognized as the Best Architectural Building in Silesia (SARP) and the Best Building in the Częstochowa Region (Primulus).
