Built in 2009-2010, contrary to the design (it is larger), and in violation of the zoning plan. It was completed in stages, parallel to an ongoing administrative and judicial battle, in which the investor and Karpacz authorities fought a long and ultimately successful battle with the construction supervision authorities, the conservator, the Minister of Culture, and local associations opposed to the project. Designed by Antoni Makarewicz, it has nine floors (two were supposed to be demolished, but remained), 32 conference rooms, a 3-hectare trapezoidal sheet metal roof (it was supposed to be made of slate), and a floor area larger than the Palace of Culture and Science.
